An owner builder is an individual over 18 years of age who intends to carry out residential building works on land they own which is or will become their home, under the authority of an officially issued Owner Builder Permit. Permits are required in NSW, QLD and VIC at least.
Owner Builder work is any construction work (including supervision and co-ordination) involved in the construction of, or alterations to, repairs of or additions to, a dwelling or structure which may be a house, terrace, town-house, duplex, garage, swimming pool and certain other structures and improvements.

QLD - Owner Builder Course
These Queensland Owner Builder courses are recognised by the Queensland Building Services Authority as fully meeting their requirements for the issuing of a QLD Owner Builder Permit.
IMPORTANT NOTE: Before commencing, you will need to already possess an OH&S White Card, or to undertake and successfully complete the Work Safely in the Construction Industry CPCCOHS1001A course, sometimes also known as the 'White Card'. This is a compulsory unit that is required along with obtaining your Owner Builder Statement of Attainment certificate.

VIC - Owner Builder Course
In Victoria an Owner Builder must obtain a Certificate of Consent from the Building Commission in Victoria for any domestic building work carried out on your land that exceeds $12,000. The applicant must sign a statutory declaration and pay a $83.30 fee. Owner Builders may only obtain a building permit for a single dwelling and associated work on a single property in any three-year period. It is not compulsory to do an ower builder course in Victoria.

The new compulsory OFT course 91509NSW - Course in Owner Builder Compliance on, which requires 4 days of teaching, became effiective on 1st October 2010. The NSW Office of Fair Trading has structured this new course and it the only one approved course and which can only be delivered by a Registered Training Organisation (RTO).If you have completed the 'current' NSW Owner Builder Course (Workshop, Correspondence or Private Tuition) but have not submitted the Knowledge Test, it is advised that it be completed by 30th September 2010.
In NSW, if you are planning to build a home, extension, renovation, garage or swimming pool yourself or using sub contractors where the proposed work's value is more than $12,000 (including labour and materials), you must obtain an Owner Builder Permit. Some local councils will require you to build as an Owner Builder if the value of your project is $5,000 or over.
